California Primary Care Association (CPCA)

The Clinic Emergency Operations Plan was created to assist community clinics and health centers to develop and maintain an Emergency Operations Plan (EOP) to guide staff during an all-hazards response and recovery from internal and external events. The Clinic EOP is part of the overall Emergency Management Program that includes preparedness, mitigation, response and recovery activities.

The Clinic EOP template serves as a guide for the clinic Emergency Management Coordinator and can be adapted for individual clinics needs. The template includes guidance from the National Fire Protection Act and the National Incident Management System (NIMS). It uses the Incident Command System (ICS) and addresses the Joint Commission (TJC) Ambulatory Health Care Emergency Management Standards.
